39.5% of companies that do not innovate do so not because of a lack of resources, but because they do not see the need to do so.
24 July 2026This is highlighted in the latest Business Competitiveness Report from the Spanish Chamber of Commerce, which this year focuses on innovation.
We are not talking about companies without a budget or the capacity to act. We are talking about companies that simply do not perceive any risks or opportunities that would prompt them to take action.
Amongst companies that do want to innovate but are unable to do so, the situation is different: a shortage of qualified staff and a lack of funding are the main real barriers.
Added to this is a third finding: only 56 per cent of businesses are aware of the innovation support programmes that exist — regional schemes, those run by Chambers of Commerce, tax incentives — and this awareness drops sharply amongst micro-enterprises, precisely those that can least afford not to know about them.
Innovation does not depend solely on having the budget or talent available. It depends on knowing, at any given moment, whether action is needed, in which direction to move, and what support is available. Ultimately, failing to recognise the need, lacking the resources, and being unaware of the available support are all manifestations of the same shortcoming viewed from different angles: at some point in the chain, the information that would have enabled timely action is missing.
